Result of Service (Purpose):
Ensure effective implementation of the Trade for Jobs Uganda initiative through comprehensive project and administrative support.
Work Location: Kampala, Uganda
Expected Duration: One (1) year, with possibility of extension
Background
Trade for Jobs Uganda is a five-year initiative (2025–2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), funded by Sida. Using a market systems approach, it aims to leverage trade to create decent jobs and increase incomes for women and men living in poverty in Uganda, focusing on two high-potential sectors: dairy and tourism. It aligns with NDP IV (2025/26–2029/30) on production, productivity, and value addition.
Approach & focus:
- Strengthen regional/global trade of dairy products and tourism services, with emphasis on micro enterprises and SMEs.
- Support MSMEs via value addition, diversification, competitiveness, and a better business environment.
- Engage Swedish companies for expertise, services, products, and private investment.
- Apply a partner-driven, evidence-based, adaptive market systems approach for sustainable, scalable impact.
Duties and Responsibilities
Under the direct supervision of the ITC Trade for Jobs Uganda Project Manager and in close coordination with the Deputy Team Lead, the Programme Assistant will:
Programme/Project Management
- Provide end-to-end management and implementation assistance for a large, complex project component, seeking guidance only in exceptional cases.
- Serve as focal point for coordination, tracking and expediting implementation; monitor progress against plans, identify bottlenecks, and initiate remedial actions.
- Prepare inputs for reports, briefs, correspondence, ToRs; arrange project closures, final budget revisions, asset transfers, and report dissemination.
- Maintain internal databases; organize and manage project files/data; provide secretariat support to committees/task forces (agendas, background docs, minutes, follow-up).
Finance & Administration
- Liaise with funding agencies and local banks; secure required clearances; set up monitoring through reports, review meetings and missions.
- Draft budgets/forecasts; prepare monitoring checklists; track development stages and funding sources.
- Monitor commitments and transactions in Umoja; verify charges; process periodic budget revisions; ensure correct allocations; reconcile accounts; analyze financial trends and recommend actions.
- Organize missions; arrange travel and process/settle travel claims for project personnel and consultants.
- Handle administrative actions (payments, disbursements, procurement of equipment/services, training/study tours).
Capacity & Data
- Guide and train new/junior project staff.
- Assist with data collection/analysis; prepare data presentations and reports for knowledge management, planning, decision-making, and queries.
Other
- Perform other duties as assigned.
- Copyright/Accreditation: Ensure permissions for third-party IP used in services; provide documentary proof; obtain prior written ITC approval for any license fees; secure event accreditation when required.
Qualifications / Special Skills
Education
- High school diploma or equivalent.
- Reduction clause: Minimum experience may be reduced (see below) with a first-level university degree or higher.
Experience
- Minimum 9 years in programme/project administration, technical cooperation, or related area (7 years if holding a first-level university degree or higher).
- At least 3 years providing financial operations support services (required).
- Experience working with an ERP system (required).
- Prior United Nations experience (desirable).
- Experience in data analytics or related area (desirable).

Languages
- Fluency in English (required).
- Knowledge of other language(s) spoken in Uganda (asset).
Additional Information
- Contract administered on behalf of ITC by UNOPS.
- Open to locally residing nationals of Uganda.
- Applicants must be authorized to work in the duty station.
- Selected applicants from outside the duty station are responsible for their own relocation expenses.
