Result of Service (Purpose):
Coordinate and support trade-related market systems interventions to ensure successful delivery of the Trade for Jobs Uganda initiative.
Work Location: Kampala, Uganda
Expected Duration: One (1) year, with possibility of extension
Background
Trade for Jobs Uganda is a five-year initiative (2025–2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), funded by Sida. Using a market systems approach, it supports decent job creation and income growth for women and men living in poverty by strengthening two high-potential sectors: dairy and tourism. The programme aligns with NDP IV (2025/26–2029/30) on production, productivity and value addition by:
- Strengthening regional and global trade in dairy products and tourism services, with a focus on micro-enterprises and SMEs.
 - Supporting MSME development via value addition, diversification, competitiveness, and an improved business environment.
 - Engaging Swedish companies to leverage expertise, services, products, and private investment.
 
The approach is partner-driven and evidence-based to deliver sustainable, scalable impact.
Duties and Responsibilities
Under the direct supervision of the ITC Trade for Jobs Uganda Project Manager and in close coordination with the Deputy Team Lead, the Advisor will:
Intervention Design & Delivery
- Co-design market systems development (MSD) interventions that address trade barriers and increase trade in the dairy and tourism sectors.
 - Coordinate planning, implementation, and monitoring of interventions with public and private partners, ensuring alignment, synergies, and efficient workload management across the team.
 - Develop, guide, and coordinate systemic interventions that strengthen trade-related measures for better jobs, business growth, and trade outcomes.
 
Coordination & Stakeholder Engagement
- Serve as a focal point with project-relevant ministries; contribute technical guidance on trade-themed and sector-coordination interventions.
 - Support establishment of the Steering Committee and help organize/attend its meetings.
 - Strengthen coordination between private and public sector stakeholders in target sectors.
 
Results, Learning & Reporting
- Support the M&E team to develop and regularly update the Monitoring and Results Measurement (MRM) system for trade-themed interventions.
 - Provide inputs for reports and presentations on progress, results, risks, and challenges for management, donors, and stakeholders.
 - Organize workshops, trainings, and events; adapt existing ILO training materials to the Ugandan context and project objectives.
 - Keep abreast of MSD methodology, systemic approaches, and labour standards/decent work policies; promote their application within the project.
 
Other
- Perform any other duties as requested.
 - Copyright/Accreditation: Ensure permissions for third-party IP used; provide documentary proof; obtain prior ITC approval for any license fees; secure event accreditation when required.
 
Qualifications / Special Skills
Education
- Advanced university degree (Master’s or equivalent) in trade, international trade, commerce, business administration, business, economics, international development, or a related field.
 - A first-level degree in the above fields with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
 
Experience
- Minimum 2 years in project/programme management or a related area (required).
 - Experience in trade-related technical assistance or international trade (desired).
 - Experience working with private, public, or development sectors (required); with trade support institutions (desired); and on export promotion (desired).

Languages
- Fluency in English (required).
 - Knowledge of other language(s) spoken in Uganda (asset).
 
Additional Information
- Contract administered on behalf of ITC by UNOPS.
 - Open to locally residing nationals of Uganda authorized to work at the duty station.
 - Candidates selected from outside the duty station cover their own relocation expenses.
